Today I am over at a friend's place trying to help him solve a PC issue. His specs are listed below post. For as long as he can recall, the PC makes a high pitched sound, almost like a whistle or high pitched sqeal, constantly and it gets even louder when the PC hibernates.
My first guess was it was an issue with the PSU so I advised him to get another one. He put the new PSU in yesterday and the sound persisted. Today I came over and went through all the standard trouble shooting moves. Essentially, everything was removed from the computer and put back in. I even applied fresh thermal paste to the CPU. I tried a different CPU fan/heatsink, a different video card, a different PSU, and different RAM. The only thing I didn't have another of to test was another CPU.

HDDs

CPU Heatsink/fan
What could be the issue here? The internet has been unhelpful in terms of trying to google a solution. If it is a motherboard issue, what is the issue and is it something that can be fixed? I don't want to be like "just buy a new motherboard and try it man" without exhausting all possibilities.
Any suggestions?
