High CPU usage after VIsta reinstall

I just reinstalled vista and now when playing games (TF2, L4D and Empire:TW demo)they have a high cpu usage. These games where working great before I reinstalled...

TF2 has one core that is going to 100%(even at the menu) and when there is a large about of action the sound gets choppy.
L4D is ok but the CPU is going crazy compared to before
Empire has higher usage gets choppy once there is some action.

When I tab out to windows the cpu does go back down to normal.

Well I have tried the following:

reinstalled drivers - chipset, video, audio
reinstalled steam and re-downloaded games
reinstalled vista again


I am out of ideas of why steam games would have a higher usage of my cpu after I reinstalled Vista.

Was there an update recently that changed how the cpu is used?
