I can't get my AMD XP "Barton" 3200 to cool properly. The case temp is around 30C but my CPU will never go below 65C. I tried reapplying the grease and now when i turned it on it was up to 90C (very bad).

My question is... what is a good HSF for the 3200?

What CPU fan are you using? Standard OEM fan for athlonXP's is not bad, but is far from great - A new cpu fan setup may be in order. Are you using the standard white grease? If so, you may want to invest in some arctic silver 3 or 5. It can drop your temps if properly applied.
