HELP!

Just installed a new system and this is what the screen looks like after reboots... If I do a power off reset, it goes back to normal... however, if i leave the power on and do regular restarts, it screws up like this.. does anybody know if it's the graphics card, mobo, or cpu?

I'm tempted to say it's the cpu, b/c when i bought it as an unused processor; however, when I opened it up, there were signs of a previous heatsink being installed on it along with fingerprints. This person said he examined it for physical damage but never installed it in a system

here are the parts:
new - gigabyte ds3
from previous system - ocz 1gb platinum
used - e6300
new bfg7600gt
new 74gb raptor

ok update.. I switched it out w/ a sapphire 850xt and it worked great.. and the 7600gt worked great on my other system.. I switch it back.. same thing happens... is there such thing as intel not liking bfg nvidia cards? lol.. i doubt it's like that.. but .. how bout another explanation?
