Help with video card : 6800

Hey guys, i just spent 5 days getting my computer online after receiving a nasty blue screen error. So i loaded Call of Duty and im getting strange fps. First of all even if i uncap my fps i only get a max of 60. Also if i go into a large area my fps fall all the way down to 30. I remember i solved this problem a while ago, i just can't remember how off the top of my head. Also i know i need to change the refresh rate of my monitor: viewsonic G90fb 19inch crt.

Asus K8V SE mobo
Athlon 64 3400+
Geforce 6800 128mb
74gb Raptor
Audigy 2

i don't know of any way of uncapping the fps, but disabling vsync will solve the fps dropping problem.
 
I disabled v-sync, disabled anti-aliasing and turned off sync every frame in my options. When i look at the ground im getting 300+ fps, but when i go into a large area my fps drop to about 60.
 
yeah there's lot more to render in big areas so of course it's gonna slow down if you want to minimize that reduce the draw distance and that should help but it's gonna slow down when you enter big areas because there is more stuff to draw
