Help with speedstep on e4400

Hello, I recently upgraded to an Asrock 4coredual-vsta with an e4400. I heard that these processors have speedstep and can lower their multipliers depending on load. Well, I for the love of all that is holy and sane cannot find that option in the bios settings, and my multiplier never wavers from 10x. Is it because of the motherboard?:(
 
I don't see the option in the BIOS section of the manual, so I believe the board does not support EIST. I would think its a limitation of the chipset.
 
It does support Speedstep, but it is disabled in later BIOS versions. There's beta BIOS available in here where it's unlocked.
