Help with OC'ing problem

I cant get my FSB and RAM to clock over 210 without it failing the torture test in Prime95. The temps stay under 42C at full load so i dont think heat is an issue. I've tried both loosing the memory timeings to 3-4-4-8 and chaning vcore to 1.6v but it still doesnt go over 210. It seems to run stable and without errors at a FSB set to 205.

Anyone have any ideas to what the problem is and how to resolve it? I want to try to keep the ratio at 1:1. Or would it be better to change it to 5:4?

Here is the system info:
Intel 3.0 Northwood w/ Zalman CNPS7700-CU
Asus P4C800-E Deluxe ( 1018 bios)
2x Corsair CMX512-3200C2 (2.5 - 3 - 3 - 6)
Antec 430 PSU

settings are at:
dram frequency: 400mhz
agp/pci: 66.66/33.33
vcore: auto
ddr voltage: 2.85v
agp voltage: 1.5
