Help with oc settings for my computer please!

Hello everybody, newbie checking in:D This looks like a great board! I've read around a little bit for info on overclocking. These are my systems specs on the bottom. I've tried altering a few settings myself in the bios but I don't really know how I should set them for my system specs, so it hasn't been working out very well for me. So I was wondering if anybody could tell me how I should set all of my settings to get my cpu running at 3.0 ghz.? I would be happy with a setting like that for now. I am still only using air cooling and this would be my first overclock, so for now I want to see what I can do right now before moving to water cooling, but also keeping things on the safe side. If you guys would recommend a different speed setting, feel free to give me your input and the required settings to make it happen. Anywhere between 2.8 and 3.4 would make me happy.

My cpu settings adjuster is the only thing that's locked in the bios. Everything else I can change. Anybody know how I can unlock it by chance? I was also wondering if anybody knew of any good cpu cooling programs that would let me turn up the rpm's on my cooling fans. I was using cpucool but it would always run my processor at 100% while running so I uninstalled it, is that normal??
