Help with laptop stepping...

Alright, my laptop was working perfectly fine, until I restarted it yesterday. Now it takes forever to boot, and runs extremely slow in Windows.

I tested my hard drive and ram, and they're both fine. However, in the System Information screen, Windows reports that my CPU is clocked at 800mhz, which is strange, because I had it on a power scheme with stepping disabled. I ran a HP Diagnostic program that came with my laptop and it too reported it as 800mhz.

Is it possible that my CPU is "stuck" at 800mhz or something? Any ideas how to fix it?
 
It could be a fan that's not spinning up correctly. This would make it downclock the CPU because of the extra heat.

Is it still under warranty?
