Help with first SFF build

Hi,

I hope someone can offer me advice for my first SFF build. I hope to fit everything in a box 11"W x 4.75"H x 11"D. My first concern is heat. I'd like a quad core desktop processor. I could use the Athlon II 605e at 45W, but Intel has a few quad cores at 65W. Is it plausible to cool a 65W processor in a case this size, without having fans that make too much of a racket? (I realize "too much of a racket" is very subjective, but decibel levels are another thing I don't have a good feel for. I wouldn't want it to be noisier than a desktop PC I'd buy from the likes of HP or Dell.)

Second, I've been looking at mini-itx motherboards. Technically, a uATX would fit, but is it plausible to put it in a case this size, along with a power supply and one or two hard drives (probably no optical drive)?

Third, this is not a PC case. Any advice on building a cage for the PS and HDDs? I was thinking of cutting an old generic PC's cage apart and bolting or riveting it together to fit. Have other people come up with more elegant solutions? I fear a piecemeal cage would vibrate and rattle.

I'd get AC ryan's construct X blocks for the HDD cage, can't get easier than that, otherwise no idea, some pics would help
