Help with finding a UPS

I live in Louisiana, and down here we have lot and lots of storms, so we have a massive number of power surges. I'm looking for a surge protector, and a UPS that will allow me to shut down my computer if we have a black out. All I will be running on it is my 500Watt PSU from my comp. It says that it has provides protection against power and voltage surges, does that mean that during those 2sec power surges it won't turn off?


My budget is.... well the cheapest thing I can possibly get so that I won't break my comp ;)
