1) What will you be doing with this PC? Gaming (Team Fortress 2 on good settings if possible, older games like oblivion but), HD video watching, most likely programing and other general computer stuff, I will be using 2 Screens but the second will be just to make my workspace larger and to watch videos while working.
2) What's your budget? Are tax and shipping included? hoping for around $700 would rather not, but can go over if needed. yeah if possible.
3) Where do you live? In Central Pennsylvania.
4) What exact parts do you need for that budget? CPU (Intel?) , Motherboard, RAM, HDD (Thinking about this 500GB one http://www.newegg.com/Product/Product.aspx?Item=N82E16822136358 but open to suggestion), Graphics card (thinking of this one http://www.newegg.com/Product/Produ...deo+Cards-_-PNY+Technologies++Inc.-_-14133304 plus it has power supply package, once again open to suggestion).
5) If reusing any parts, what parts will you be reusing? i have a cheap case i got off of my friend for $5, it has 2 USB slots in the front, and an 80mm fan in the back, I also have monitors already, a keyboard speakers and mouse.
6) Will you be overclocking? No
7) What size monitor do you have and/or plan to have? I have a 22" Samsung LCD, and an old dell monitor i will be using as a second monitor.
8) When do you plan on building/buying the PC? ASAP
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? Most likely not, no
10) Do you already have a legit and reusable/transferable OS key/license? Yes I have Windows 7 64bit.

Any way you can provide pics of the case? Though I'm willing to bet it doesn't have enough cooling or room for a modern system.

EDIT: Here's a prelim build anyway assuming that you need a new case:
$194 - AMD Phenom II X3 720 CPU + Gigabyte GA-MA790GPT-UD3H AM3 AMD 790GX Motherboard
$84 - Crucial CT2KIT25664BA1339 2 x 2GB DDR3 1333 RAM
$180 - XFX HD-577A-ZNFC Radeon HD 5770 (Juniper XT) 1GB PCI-E Video Card
$75 - Western Digital WD6401AALS 640GB 7200RPM SATA 3.0Gb/s Hard Drive
$30 - LG GH22NS50 DVD Burner
$75 - Antec Earthwatts 650W PSU
$65 - Cooler Master RC-590-KKN1-GP ATX Case
---
Total: $703 plus tax and shipping.

80mm fan in the back? I'm guessing its cooling capability isn't good enough for a system similar or better to what danny listed.

Actually now that you say that, about cooling, im sure it is not good enough, i will need a new one.

Danny Bui hit this one out of the park. I'd go with his build, although I personally prefer the RC-690 to the 590.
