Help with boot device priority

So, i just finished building my computer and, after it posts, i'm told: "Reboot and Select proper boot device or Insert Boot Media in selected Boot device and press a key".

When i do press a key, it just repeats that message again.

I've already set the Samsung SATA optical drive as the first boot device and, even with my Vista Home Premium DVD in there, still no luck.

Any suggestions?

Are you trying to load Vista?
Or is the OS already loaded..?


If its not loaded, it probably cant see the SATA drive...do you have an IDE drive you can use?
 
Yes, i am trying to install Vista on a new hard drive.

The SATA optical drive is identified in the BIOS, would i have to alter the PIO or DMA modes?
I don't have an IDE drive at hand. Although, i suppose i could borrow the one in my parents' computer. I was hoping it wouldn't come down to this, i thought a SATA drive would be fine.
