help with 6600 video signal problem?

Recently when I start my computer up in the morning the video signal has been really corrupted. All it takes to fix it is a reboot of the power supply, not a restart, but a manual off then on of the power switch on the back of the computer. Then it works fine. Anyone have any idea what the hell is going on here?

My monitor is a 17' P75F+ Viewsonic CRT and my video card is a Gigabyte 128mb 6600.

What kind of power supply? And does it happen with other monitors?

Does it happen on warm starts, or just cold starts?
 
It only happens on cold boots. My power supply right now is a 300W Fortron with a 120mm fan. As for monitors I don't have any other monitors to try it out with. I swapped my 520 out for a 530J and I haven't ran into this particular problem again since the change.
