Help - USB Question after booting up

I have a question regarding my comp's USB. Lately, when I reboot and loads into the windows login screen, my mouse works, but my other USB devices aren't working (Keyboard for example). I have to wait like 10 seconds for my keyboard to become responsive.

My keyboard works when trying to get into the bios however. I'm not sure whats up with that?
 
are those the frontal USB headers?
is the mouse and keyboard from the same manufacturer?
btw Windows XP reinitialize usb devices at start-up
 
Normally you get a long delay when you reboot after switching USB devices arround because windows considers them as new devices (and windows for reasons best known to MS is very slow at first time discovery of new devices unlike linux which detects everything on every bootup and does it quickly) but I've never heard of the issue persisting before.
 
Nah, nothing switched and I'm on win7. It used to be fine when I 1st installed windows. A month later, it's being slow. I mean I can get from off -> login screen in like 20-30 seconds, but now I have to enter password and I can't type it in until I give it 10 more seconds. No USB devices swapped around. Also my mouse and mic and keyboard are all logitech and plugged directly in the back of the comp (into the mobo)
 
Necroing, but since I have the exact same issue, didn't make sense to make a new post. Recently, Windows 7 has started to delay 10 seconds after the log in screen shows before USB devices work. I tried unplugging and plugging back in the mouse, and it worked instantly, plus the devices work in the BIOS, so I don't think it's a hardware issue. Seemed to start recently, but I can't remember when exactly or narrow it down to any changes or software additions. Anyone have a solution?
