I'm a noob to overclocking. I've read a bunch of how-tos, so I think I've got a decent hold on how this stuff works.

AMD Athlon64 3500+ Winnie
MSI Neo4 Platinum
Corsair TwinX1024-3200XLPro

I'm trying to see how high I can push the RAM first. I've gotten it up to 2-3-3-6, 215 MHz, 2.8 V, on the RAM, x10 multi, 1.4 V on the processor, and 1.6 V on the motherboard. With this, I went 21 minutes on Prime95 before getting an error. The last stable one I found (well, not fully tested, but it passed 30+ min on Prime95) 2-2-2-5, 212, 2.8V on RAM, 10, 1.4V on CPU, and 1.5V on the board.

Now, I know that every part is different, but these seems kind of low for the parts. Any suggestions, things I could be doing wrong, etc?

For your type of RAM, corsair XL, use 2.5 3 3 10 1T. Then you should be able to go up to FSB=260~270 at vmemory=2.85V. Best way to verify this is to lower your CPU multiplier to 6 or so (don't use the half-dividers) and then up your FSB to 260 and run memtest86 or prime95 torture test type "blend". If that works OK, you can step up the FSB slowly and repeat the process until you find the highest stable speed for your ram. If not, lower the FSB until stable.

With the highest stable RAM speed, you can now increase your CPU divider to increase you CPU speed while maintaining your RAM speed.

You can find a good guide to overclocking here:

...I forgot to mention: lower your HTT multiplier to 4x if your raising your FSB above 200, to 3x if you raise it beyond 250
