Help, Smartgart defaults to AGP speed 'OFF'

I've got a 9800pro running the CAT 4.9's, under smartgart it says my current agp speed is 'off', and changing it to 8x prompts a reboot, after the reboot the setting of 'off' remains. In the bios I've got it set to 8x agp (AN35). I've also got rage3d tweak, any ideas on what's wrong and how to fix it? Under sisoft, the agp speed is seen as 4x, but i would really like to be able to set it to 8x, and clues how to force this?
 
you need to install your chipset drivers.

If intel chipset, go to intel and grab the .inf driver set.

If nvidia, grab the latest nForce driver set.

If other, go to other site, and get latest chipset drivers. Install, and it should default to 8x or 4x... if not... set it.
