help... slow FPS with catalyst 6.9

Help.!! I formatted my computer recently and I installed everything back. It seems now that my video card (9800pro) is lagging in games, really badd. Before format i would get like 100fps in some mmo's but now i get like 10fps post-format. I tried using older catalyst versions but only get slightly better that 10fps. I dunno if its my video card that is F'd or juss some driver problems. Everything is stock speeds rite now. Also it seems that games load slower... so i was wondering if its my computer or just some driver issues. Help please.
 
ok wierd thing... i flashed my bios to the latest one. I started up my game and it was normal.. getting ~100fps then i exit the game. I restart the game again.. back to 10fps!! this is killing me. i dled all the latest mobo drivers and they are installed. grahg!
