Hey grapevine, tx is the city just north of me, not 3 miles away!

And yes, it is German.

I just says pack well and send to that grapevine location. Here is babelfish's translation:

Packing and instructions for dispatch: Please send to Ihre/n Prozessor/en as well as dem/n Kühlkörper/n and Lüfter/n, which were contained in the AMD PIB package, to the address specified down. Note: In order to avoid transport damages, you pack please/the Prozessor/en reliably. Make sure also that no damage can result from electrostatic unloadings (ESD). Visual and mechanical inspection: After the entrance in the AMD Returns center your processor by AMD of a visual and mechanical inspection one submits. The processor must exist this inspection, before your warranty claim can be approved. If your processor does not exist this inspection, it is rejected and sent back to you (except it to confirm by email that your processor is to be scrapped).

OK,, but darn I know I went to the amd site.. it was all in english.. and I get this back... Do they even make chips in the USA anymore? Or did the pack up and move out.?

Amd's been making their cpu dies in Dresden Germany for years now. They have been assembling them in Malaysia and China (occasionally). Amd was also supposed to open a factory in New York, but nothing's happened yet. They have strong ties to Dresden, and aren't in the position to make another factory. Fab 36 has plenty to offer.;)
