can power supply be dead but still turn on the small lights on the mobo?
 
yes, many of them die just like that & it's a frustrating trouble-shoot when crap like that happens.

You may want to try paper clip to test. Search in google for paper clip test. See if the fans turn on. It fans don't turn on, then you know PSU is dead for sure. If it does, you may need to check out board as well as it could be one of the voltage rails or the board.
 
Yes, it happens. I have 2 bad supplies. They can turn on green light of mobo but can not turn on the system.
