Short answer : you can't

Long one , it might be possible , there used to be ways to remove previous versions but its been a long time since i even looked into doing that and you might mess up windows beyond repair in the process. if you absolutely need to get rid of it the easiest way i know of is to backup your stuff and re-format
 
You CAN unistall dx9(any ver). Go to www.guru3d.com and download the dx9 uninstaller. Works great, uninstalled dx9c on my bencher after losing some points in 3dmark. Back to 9.0b now and much better.
