help on my oc

Ok, so i'm at 2.6GHz 12x217 on stock voltages(1.3v). I am trying to get to 2.7GHz I have tried to up it at least 1.45v. why wont it go to 2.7? Could it be my ram that is limiting me?the ram is pqi turbo pc2 6400 ddr2 800. cpu-z says it's at 434mhz. My mobo limits my ram to 1.8v and it's supposed to be 2.0v.

i was told i should flash my bios...but i have never done that and don't know how can you give me any tips?
