I have been looking on ATI's website but I can not find where to get the latest bios updates. I also would like to find an overclocking utility for this card.

BIOS updates don't show up on the ATI site, they're only distributed to the AIB partners. Generally, if you're card is working well (and I suspect it is) you don't want to do that. The X1300Pro isn't an 'extreme' card by any means, I don't think the enthusiasts have even bothered trying to flash the BIOS to make it something else.

As far as overclocking goes, try ATITool.
