Help!! My computer won't boot

Today, out of the blue, my brother's computer suddenly stopped working. He was just playing cs and those cartoon network games the whole day(hey he's seven), and then he turned it off to do his homework. When he turned it back on, the monitor recieves no signal and I hear no post. The keyboard capslock, numlock, and scroll lock lights are flashing like crazy. I've checked for the obvious like heatsink falling off, but I've never dealt with something like this before.

ANY help at all would be appreciated.
