Help me understand my company's phone system?

Okay. So we need to wire in a voice recording server which calls for punching into an existing phone block.

Our system is PBX -> CAT3 2 pair -> Voice Patch Panel.

Is there an industry standard for wiring a voice patch panel into a 66 phone block?

I hope I got everything, I am still learning all this phone stuff as I go.
