help me overclock

ive got the gigabyte k8ns 939-Ultra (latest bios) and my computer doesnt seem to wanna oc... i change all the settings but as soon as i save and exit it will say "cpu overclock 210mhz" (we will use that for now) then it will say if over clock hangs hit delete to enter setup.... now i have a 3500+ (newcastle) and 210x11 should work... thats barley an oc... the bios has a "top perfromance" setting that i have enabled for now which gives me 208mhz x11 2289mhz (4%oc)... but when i start the computer it does say 207.. it still says 200? i dont get it ive tried ram setting on auto... or 2 2 2 5, 2 3 3 5, 2 3 2 5, 2.5 3 3 5? default are 2.5 3 3 8.... is there anything i need to change?
