help me. my computer wont boot with boot cd

its really weird. i set the bios settings making my first book drive CD. i put my windows XP cd in there. but when it boots up, all is says is, booting CD: and it just sits there. its not the CD. why does it do this? could it be my ram or soemthing? how do i set 1:1 with my ram.

my ram is DDR400 512 PC3200 kingston. and my processor is an AMD 2000+ with a shuttle nvidia ultra. i dont wanna overlclock right now but just have it stable. sometimes it says my memory frequency is 400 and soemtimes 200. i just wanna make it 1:1. how do i do this? thanks
 
Could be the memory....could also be a scratched CD.

As far as the memory speed, I am not quite sure why so many people struggle with this, so I don't have much to add....other than:

Go into the BIOS and set it to run at the same speed as the processors bus speed. Your proc has a 133 Mhz bus speed....so set your memory to run at 133. Each mobo company and BIOS brand is a little different, but it's in there.
