help me choose a tv tuner card

ive found 2 that seem to have what i want feature wise

im totally new to these except for doing some reasearch this past week.i want to be able to record movies off cable tv and have the same visual resoultion as the original broadcast;will either or both of these cards do this?i also want to hook up a high8 camcorder;will either of these cards match high8 resoultion?
i see 640 x480 and 600x800 are sopposed to be playback resoultions for these cards but i dont know how that compares or relates to 330 or 400 lines of resoultions;can anyone explain that to me?
and finally..would anyone think id be better off with something else?id like to keep it under 50 but 70 or 75 is gonna be the max ill spend.

For your budget, I second the E-Home Wonder. You can get a version w/o FM tuner at Newegg for $9 less if you are so inclined, but it also has NO video input for the camcorder, so read carefully. :) I believe the MPEG2 encoder on it is identical to the PVR-250, so you are going to get a nice picture with either one.
 
I would do some searching. Alot of people once they tried the hauppauge250 gave up their ATI
