Help! IS7 will not power up.

I came home to find that one of my work computers with an Abit IS7 was off. I tried to power it on, and the lights would come on for an instant, but then go out. No POST, no beep, nothing.

I opened the case and found that the NB cooler was only held on by the top clips. So it wasn't working optimally. I noticed that there were only loops for clips for the top two hooks -- is this right?

Anyhow, I removed the fan altogether because I'm not sure how it would reattach. Just for fun, I tried to power up without the fan, but it was the same.

Would a bad fan or no fan cause a failure to power up? Or is it likely that the NB overheated? Any help would be greatly appreciated.

BTW: It was the older style of NB cooler. The blue UFO thing.
 
Oh snap! Those bottom clips that were missing...I found one by my video card, and the other's still MIA. I'm guessing that it shorted something out. How could I troubleshoot this dead board to make sure that my video card is still good without another computer?

Would a bad video card cause the system not to power up? (I know that it will keep it from POSTing) Or does this sound like a burned NB?
 
i dont think the NB would be the problem. it would still be able to post before the mobo would give you a warning about the heat. but try getting a new NB cooler.

try RMAing the mobo throught abits E-RMA service ;)
