HELP! I need quiet cooling!

I have a 2.26ghz Intel P4, socket 478, with some CoolerMaster fan/heatsink that is INCREDIBLY LOUD.

I need something quiet, and less than $20, Ebay is an option. I'm seeing lots of ThermalTakes, but I don't know how well they work. Any recommendations?
