Ok, so I just installed Windows 8.1 and FAH to see if it folds well.

It is running dual E5-2699 v3, so it has 36C/72T.

But CPU monitor only shows half the threads running.

Is this normal, or do I need to make some changes to settings?

Here is a screen shot

FAH defaults to running 32 threads without the '-smp XX' flag. Try running with the '-smp 72' flag. 72 threads might or might not work, but 64 definitely does.

I tried, but -smp is now either True of False. I set it to true.
-cpus can only be set to a max of 32 as it seems to only detect one CPU.

Here is another screen shot (notice red circle)
