Help, CPU hiss before restart

I've got a brand new built computer. MSI PT880 /w P4 3ghz cpu. After a random amount of time (less than 20 minutes), the CPU starts to whine and then the computer restarts and doesn't post. After powering off, I can repeat the process. The minute it clicks off, the whine stops. Any idea what can be causing this? I've swaped in and out just about every possible component without success.

The CPU is voicing it's displeasure at the mansecks pr0n your looking at, so it shuts off.

Actually, it sounds to me like your CPU is overheating, and it's shutting off to protect itself.
 
I'm new to building PCs, so this may not be correct -- but try looking in your BIOS at the CPU temp when you first start your PC, after it's been off for quite a while and cools down. Then, once you can get it to boot again after it powerers itself off, check the temp again. You'll probably see a huge jump. You can also check the emergency shut off temp in the BIOS -- usually I guess it's defaulted pretty high but you can see if it accidently got set to a too-low temp.

Are you sure you installed the heatsink properly, with thermal paste or a thermal pad? Is the fan on the heatsink powered up?
 
I let it sit in the bios health status screen until it rebooted. It looks like it reboots around 40C. Is it possible to have an ok reading in the bios but still have sections of the CPU overheat if they don't have good contact? I do have a cheap HSF.
 
40C isn't bad.
However I would invest in a new HSF.

Edit: If you could buy a 3Ghz Processor, I'm sure you could pay 40 bucks for a new HSF.
 
is your powersupply on the right voltage 115volts.. just a guess, also make sure you have your heat sink on the right way, when you get into your operating system are you able to do all functions, games etc?
 
make sure you don't have too much thermal paste on the cpu it could be creating problems too.
 
It's definitely not a heat issue. I replaced the stock heatsink with a coolermaster and it does it's reboot thing now around 35C. I made a video of the behavior so you guys could see and hear what's happening. I set a mic in the case right next to the CPU. The hissing starts about half way through the video. The hissing stops immediately after the screen goes black.

I noticed towards the end of the video your 12V line started to flucuate pretty significantly (down to <11.6 at one point!). Check for any shorts in wires, could be a bad PSU tho.
 
The PSU is fine. I swapped it out with my other known good Enermax 500W and it had the same issue. The PSU is a 400W, so it should have enough juice.
