Help! Computer keeps rebooting

Ok guys Ive had this problem for over a year already and couldnt narrow it down. I changed the mobo, changed the memory and changed the PSU! Still randomly shuts off and I have to reset the CMOS every time this happens in order to boot.

Its an epox mobo Socket A
Sempron 2400+ proc.
512 RAM
PSU Antec TRUEPOWERII TPII-550 ATX12V 550W Power Supply

Okay so I figured maybe the proc. is over heating so I downloaded speedfan 4.28 temps seem fine but what really surprised me is the voltage reading!

Vcore 1.62V
+12V is 5.84V
3.3V = 1.62V
5Vsb = 4.96V

Now is something really wrong here? the +12V is the most important one isnt it? Why is it reading less than half???? Is this accurate or could it be this program? Could that be my problem??? I dont understand though because I was running a Thermaltake PSU 420W and had the same problems so what are the chances that both of these PSU are malfunctioning. Any1 have any input on this? Thank you so much for your time and reading this.

*EDIT* Just ran this program on two other computers and showed volatge close to 12V I am getting nervous here. Can someone help me out here?
 
your vcore is EXTREMELY HIGH if your not overclocking theres no reason to ever hit 1.6 bring that down to 1.35 -1.4 possibly even less.
 
I'd be questioning the accuracy of that 12v reading, how does that compare with the voltage info, if any, you can see in the BIOS? Or monitoring software from Epox?
 
k ill bring the vcore down. Even though the temps are around 35 degrees C. I dont have any epox monitoring software. What would I gain by lowering the vcore other than save on electricity I guess right? This shouldnt be the cause why server is rebooting right?

you can't run at 1.62V, thats way to high. Set it to 1.35V and you 'should' be find.
 
set to 1.4V lowest which mobo has. Computer rebooted again today.
 
what are your voltages and temps in the bios? Those will be the most accurate. Maybe i didnt read correctly but are you having any problems with your computer? if not, why worry about it if its been like that for a year.

Also is your speedfan program set for your motherboard sensors?
 
voltage look fine in bios. Ive been having this computer problem for a year and would just end up cold rebooting my computer every 2 weeks or some. But sometimes every other day.
