I just put together a new computer together but about 49 out of 50 times, the computer won't boot up completely, All the fans in my computer will be running but there's no signal going through my monitor nor is there a "beep." Is it a possibility that my my PSU(Antec Smartpower 450W) is DOA? I barely running a 3ghz northwood and a 6600GT in my computer at the moment. I've also tried clearling my CMOS a thousand time and it's a no-go.

By the way, I don't have the battery installed in my mobo at the moment but I'm pretty sure that's not a big deal.

I dont want to state the obvious, but looking at something too long gives you tunnel vision.
If I were you I would try reseating everything. If your fans and what not powering chances are the PSU is fine. Also, you MB may not be recognizing the gfx cards. If you have one available try putting in a different card, or even a pci card just to see if you can get some video.
Keep is posted.

I've reseated my parts twice and I'm pretty sure my mobo recognizes my gfx since 1 out of 50 times the computer will actually boot fully. Also if my mobo didn't recognize my gfx card, there would at least be a "beep," and a blank screen whereas my computer don't give me a "beep."

No battery usually = no boot

Yeah I would agree with the battery thing. I have never tried it but it just doesnt seem like to CMOS would like that at all. Put your battery back in.

well the battery on this mobo died long time ago(although this is a "new" computer, the mobo and cpu is carried over from my old computer), and removing the battery allowed the computer to boot properly on my old computer. well i guess won't hurt to go buy some batteries.
