[HELP]7970 CrossFireX ZeroCorePower question.

i'm running asus 7970 DC2T and MSI radeon 7970(reference) on crossfire.
after any fresh driver install and reboot(i always uninstalled the driver and clean it using DriverSweeper before any driver install), my first gpu stays on 300/150 and it turns off my second GPU on idle
the problem is that if I restart my computer again, both of them stays 300/150(idle) and it will not turn off the second GPU.
i tried 11.12 RC11, 12.2 WHQL, and 8.96 but the problem still exists
is this common for 7970 CFX? or is it just me?
any suggestions?
