ok this may be a dumb question, but when i OC my computer up from Stock (voltage & clock) settings according to SiSoftware my CPU and RAM results go down, could this be due to heat?
 
First.. what are you system specs? post you goods.. then post your voltages and CPU speeds... and then post some CPU temps..

also,

before you ran SiS... did you first trying Priming (as in prime 95) the CPU, and checking if the system is stable?

Yes, more than likely. Also try not bumping your voltage up. You should only bump the voltage up if you cannot run stabily. Decreased performance to me would be stability.
 
i would say if anything prime ... cause bad overclocks and lead to data corruptiong.. and well.. data corruption is frowned upon
 
well i figured out my damn heating problem.. heatsink wasn't properly seated.. but performance still goes down as i bump up Clock

btw i got

A-bit AS8
Pressy 3.2
2x512 OCZ PC3200 2.5-3-2-5 EL
Antec 430W

and it is any combo of voltage-clock
