Heat problem with p4 mobile chip

Help I have this p4 mobile chip I ran it awhile on a p4s800 board no heat issues at all after I realized it had a air gap between the hsf and proc just gooped it with extra thermal paste ran good for a year 1000 mhz overclock no problem. Put this chip on an asrock motherboard and running underclocked it is idle at 70c put heatsink off old p4 chip that died and brass shims to close air gap but nothing works in bios it says 32c once windows xp starts it within a minute gets to 70c.
Advice or and help BTW it is a 1.40 ghz 400mhz fsb mobile chip cpu type 0,

the board is feeding it 1.73 volts and that is not adjustable.
 
I changed the processor to a celeron 2 gig and it still says it is running 70c in windows idle! but when I reboot to bios it says it 4c over case temp I am going to say the software will not report right. I tried speedfan and motherboard monitor.

nothing to do with that, try swapping what sensor is being read with whatever program you're using
 
I tried swapping sensors using speedfan and motherboard monitor it would go minus in the degrees the only one that sounds believable was the one reading too high like I stated earlier I can reboot to bios when in windows it says it is 70c and bios will say 27c within a few seconds.
 
Is 1.73 volts not a good bit more than what that model Pentium M would normally need? What voltage was the old motherboard supplying to it?
 
yes it is too much should be about 1.4 so I put it in another board that would give me control over voltage. I put a p4 celeron in its place still giving the same readings in windows processor is getting 1.6 volts now. I have no control in bios, for it getting a new board to solve the problem.
 
hmm.. it just sounds like a sensor error. Can you switch out motherboards or something to try it?
 
The bios reports normal temps only in windows do I get excessive temps but even with a new processor it is running hot both processors run fine in other boards. It looks like it was overvolting the mobile chip but within specs on the celeron chip still reads too hot idle in windows seems to be throttling I have a new board by asus coming to replace it.
 
hopefully that should fix everything (with the new board). Sounds weird cause windows is supposed to cool down with less stressful apps running (during idle). if anything else happens, post back up
 
I remember my P4-M had the same problem on my ASUS P4C800-E Deluxe, so I had to get rid of it (the motherboard... I tossed the chip back in my older laptop)
