Heat conductive pads?

I just bought some new passive chipset coolers and they came with "heat conductive pads" and that made me somewhat insecure on how to put the heatsinks on to the memory chips. The pads have one black sticky side but what about the other side? Shouldn't it be a double sided tape so that it actually can "hold on" to the card? I tried to remove the paper on the non sticky side but it won't come off. So... where should the sticky side AND the paste be on the chip or the heatsink??
 
You do NOT put the paste on with the sticky thermal pads. You will not get good results. For passive coolers, for memory and chipsets, the sticky pads are fine. Although for a chipset, I would remove the thermal pad and use AS5, but only if the heatsink your installing has some kind of alternate way to mount it. Such as clips to go through mounting holes in the motherboard.
