To use HDR in games, do we require some special kind of Monitor or video card or is it just the software that uses HDR?

An HDR capable card is pretty much required.

But there's still OpenHDR :)

Nope. Only the GeForce 6 series and the 7800 GTX fully support HDR currently.

What? Doesn't the Radeon 9500 up also support HDR?

If you're talking about OpenEXR HDR (which FarCry and SC:CT use) then currently only Nvidia's 6 series and up support it.

I'm not sure. I thought HDR was a SM 3.0 thing.

Geez, how many HDR topics have there been so far?
And what's worse... why do all the wrong answers re-appear in every one of them?

1) OpenEXR is just a fileformat, a way to store images with high dynamic range, which can be used as input for a HDR scheme. It says nothing about the actual implementation of that HDR scheme, so it says nothing about the hardware requirements.
2) The GeForce 6 and 7 series are the only cards that support alphablending with floating point. It is not strictly required for HDR, but it makes implementing HDR easy, efficient, and high quality, so it is the most popular form.
3) There are plenty of examples of HDR that work on Radeon 9500 and up. For example, 3DMark05, RTHDRIBL (http://www.daionet.gr.jp/~masa/rthdribl/). And there is one fake technique that even works on DX7 hardware, which you can see here for example:
