HDD - How do you physically/logically format?

I'm upgrading an older DELL XPS R400 system and my manual says new drives must be physically and logically formatted. DELL says they physically format all installed system drives. Anybody know what they are talking about? How do you physically format a drive??
Also, what is a partition or what does this do to a drive and how big should a partition be -
how do you decide??
 
Physical (low-level) formatting divides the disk into concentric magnetic tracks, which in turn are divided into storage segments called sectors. As Dell says, physical formatting is rarely required; drives are shipped already physically formatted.

A partition is what you format with a file system. each formated partition is seen as a separate drive in my computer. unless you have a specific reason to do differently, standard practice is to just create one partition the size of the drive.
 
Thanks much for your reply on physically formatting and partitioning a drive. I bought my drives (80gb & 40gb) as OEM from ZipZoomFly on Internet . So your saying I can assume these drives have been physically formatted !!
