Is it normal to get results that while testing jump up and down? or should it be steady (this is on a primary drive) with all background applications shut off

have you checked to make sure that anything and everything that might be accessing your HD was shut down?

I agree. It looks like something is accessing the hard drive during this test. If this is your OS drive, are you low on memory? It could be Windows paging to the drive. Sometimes, applications use services which may be accessing the drive, even if the application itself is not open. Was Windows Update running?
