HD 6870 having some issues

I have been having this issue for a few weeks now. Whenever I restart my computer It starts at 640x480 (lowest resolution possible). I can change it to it's native 1920x1080 but whenever I attempt to run a game in fullscreen it only gives me the lowest resolution as an option.
I can however run it in windowed mode and force the resolution to 1920x1080 through a config file or the launch options and it'll run fine. Unfortunately not all games allow you to force the resolution easily or at all.
I've tried using multiple driver versions, taken it to a local computer repair shop, and replaced the hdmi cord. The repair shop said they had no issue saving the resolution after a restart which sort of narrows it down.

Any help would be appreciated.
