Having some issue with GPU tweak and Matrix 7970

I have had the card for a month with the new build and try overclocking it to 1200mhz seem stable at first. Run occt for an hour stock voltage and peak temp at 85c
but within this week things seem to not work out. When i play dota 2 the GPu tweak/monitor would report voltage spike to 1.44v but i only overclock it to stock voltage.the spike happen few times and drop down when playing dota 2. Gpu-z and HWmonitor report only 1.26v max and when i close all of them and only using GPU Tweak still report 1.4v spike. tried reinstall drivers roll back, and reinstall gpu tweak all no help. here the picture while i play dota showing GPU Tweak http://imgur.com/BjoEn
Tried downclocking voltage to 1.17 but when i open hwmonitor immidiate jump to 1.26 in GPU monitor. And close monitor tried dota still report 1.4v
should i RMA the card only few days left for newegg rma.

Do you get the same voltage spike @ stock clock speeds? Also try the unigine benchmark and see if it spikes there as well.
 
Can you get a multimeter? Matrix offers nice voltage measuring points. I wouldn't trust GPU Tweak, because it is really buggy software.

Thansk for quick reply. think i can get a multimeter from target or walmart? And i try stock voltage and speed still spiking in borderlands 2 now.
I got the Multimeter not sure where i can find the voltage reading points. the card didn't come with manual. looking through around can't find anything.
any help is appreciate. Would very much consider RMA this card.

Are you saying that you aren't stable at 1200MHz? You seem to be pointing towards voltage spikes, but the more important thing is whether you're crashing or not.

Also, of note, tools like OCCT, Haven, etc are NOT good stability testers for overclocks. They use the GPUs artificially and can actually damage your graphics cards, especially when overclocked, as they will force some of the components to run out of spec. The only true stability test of an OC is playing multiple games for a long period of time.
