Hardware for High Def - quick question

Hey guys, I recently got into messing around with a tv tuner on a fairly low end pc. It's working pretty good, but I noticed when trying to get high def over the air broadcasts, that the picture was choppy/laggy. Is this a signal issue? Or does this mean the hardware isn't up to it? If so, what sort of upgrade is best in order? A better cpu or vid card? memory? All the above?

This wasn't my pc, I don't quite remember what the specs were, but I think it was using integrated video and a low end am2 proc with maybe a gig of ram. The tuner card I believe was called a TV Wonder 650.

Hope I'm being clear. I'm not really into htpc's, but I was hoping to get something together so my mom can pause/record current sat signal. The hdtv stuff is just a curiosity of mine as the card was able to pick them up.
 
Get the Hauppauge HD PVR then you can record HD from your cable box via component.
