hard drive issue

just built a new computer and when i tried installing windows i got the error "cannot format partition disc may be damaged" Does this mean that my hard drive is dead? Its a fresh drive in a fresh system. If anyone has had a problem like this any input would be sweet. thanks

ps the hdd is the Seagate Barracuda 7200.9 ST3250824AS 250GB
 
i had an old 8gb hdd that would sometimes do that to me on boot up, it happened after it got struck by lightning, i never managed to fix it tho, my friend had that problem with his and he used a 3rd party partitioning program on it, idk if it worked.
