hard drive boots on reset only

i had a raptor 74 gig before and it worked fine
though i was expecting a much better performance i couldn't telll the difference between my regular 80gig western at 7200 and the raptor 74
so i sold it and bought a western 250
i installed windows and everything just fine
when i turn off the computer and then turn it on later it says boot disk error. like when you forget to plug in your hard drive. its like its not there. when i hit reset after this it boots to windows fine. \
it does this everytime
works on a warm boot (reset) but never a cold boot.
i messed with the boot sequence and crap and it did nothing.
its the rs480 msi microatx 939 board
any clue why its doin this?
 
The drive is not spinning up fast enough from a cold boot.
So the bios tries to detect it before its up to speed.
From a warm boot its already spinning so itdetects ok.

Is your 12v rail on spec.
Is the drives power connector tight.
Download a disk checker and see if the drives ok.

One workaround is to turn off the quick boot options in the bios.
That way the bios takes more time to check the memory and hopefully the drive then gets up to speed before its detected not after.

its serial ata and i have the serial ata power connector on but there is also the oldschool power plug in. would it be wise to plug in both or the oldschoool instead of new connector?
 
Definitely not both. That can (will) damage the drive.

Grab a multimeter, borrow one from a friend, check the 12v line. That's the yellow wire and a black wire from a molex connector. It should be within 5% of 12 volts. What power supply do you have?
