Hard drive boot problems. (Installed new mobo)

First, my most important question is how do I boot from floppy or CD. I have them set as the #1 boot device and I cant get either of them to boot from a disk. I just installed a new mobo and I of course have to reinstall windows. I cant reinstall windows unless I boot from the CD or boot disks. I cant do either. SO is there any thing else I need tyo do like press a button or something.

Next question. Im looking to get a cheap $50 harddrive as Im having hardrive problems and I only have about 5gb left anyways. These drives seem like a good deal but whats the difference.

The first one is IDE and the 2nd one is SATA. Depending on what you need, you could almost spend another $20 and get double the space.

WD 320KS
WD 320JB
Seagate 320 NS

If you need IDE, I suggest the 320JB, otherwise, either of the SATA drives I listed are good. What motherboard do you have?
