Hard drive bogging computer

Computer Specs:
Processor: AMD Athlon 2500XP+ @ 2.3 GHz
Motherboard: Gigabyte w/ nForce2 Ultra chipset
Memory: 768 MB DDR400
Windows XP SP2

I currently installed a Samsung (SpinPoint) SP0802N hard drive. It's just an 80 GB drive, 7200 RPM, IDE with 2 MB cache, blah blah blah. Anyways, I goto install thew drive into my system. I hook it up as my slave drive and proceed to attempt to boot. It reads the drive in my BIOS as the slave drive and continues the boot up process but before it should go to the windows XP loading splash screen it just sits there on a black screen. The monitor doesn't lose signal or anything just sits there as if it doesn't know to look to my primary drive to boot off of even though everything is setup properly in the bios for it to boot properly. To resolve the issue I disabled the secondary drive in the bios and the computer proceeded to but into Windows without a problem. Windows then detected the drive and set it up to be used. I created a partition and formatted without a problem. The problem I've encountered now is when I attempt to copy data to the harddrive my system bogs down and my CPU usage spikes from 92% up to 100%. When I copied a video file over then played the file after words the CPU usage didn't go up abnormally and the video playback went through without error. I have no idea what is causing this or even why I had to disable the harddrive in the bios in order for my computer to even be able to boot up properly again. Any help would be greatly appreciated!
 
Have you checked to see if the jumpers are set to master and slave instead of cable select? I've had that setting give me issues a couple of times now.
 
I made sure all jumper settings are correct which they are. I had another drive hooked into the same ide cable before and it still works without a problem so I don't believe it's the cable or anything along those lines for that matter. I think it might just be a faulty drive because when I copy files to it it maxes my cpu usage and the same thing happens when I defrag it.
 
I just checked that and the drive actually was running in PIO mode. A message box stated that it was set to PIO mode due to too many transfer errors. After attempting to change the drive to run even at Ultra DMA 2 (Ultra33) Windows would no longer boot and I would receive a blue screen. Safe mode also failed but after using LKGC I was able to get back into windows. The drive of course was automatically set back to PIO mode. I don't know if there are any good programs for recovering the drive or not. I'm debating using Samsung's utility and trying their low level format to see if it'll help recover the drive at all. Any more help you can offer is greatly appreciated.
