But it's still luck, you can pick the chip that you think is the best and it can be a dud.
 
Yeah i was joking. www.pcprogress.com will do it for you. P4's or amd, and they have decent prices.

I think of them as the east coast newegg.

A lot of times you can just look on their site and they will have the stepping and if it's an MO.

Just for the hell of it i did ask them once for a Z5 2.8 chip MO stepping. Nothing magic.

It barely did 4ghz in my vapo.

Azzo.com also will too, they are more expensive than other places but service is great and fast shipping. I've ordered from them since 1999.

They are overclocker oriented you will notice if you've never been there before.

Notice on the front page a lot they have specific steppings that people are looking for.

That's if you believe in the stepping fairy.

Some places on the net claim they will do testing on the CPU too to determine what overclock it will do. But of course that's on their rigs. Your milage will definatley vary.

My advice get a chip that you would be happy with at stock speeds just in case.
