Half-Life 2 "ATI Levels"

I was reading gamespot's making of half-life 2 and it says that they are working on new levels (the one we all know as the HDR levels) but it called them ATI levels. If that means that only people with ATI cards can play them that is just ****ed up. We all payed the same 50 buks we should all get the same levels. If this is how it turns out I will be very pissed off.
 
That's hard to believe considering ATI doesn't support HDR in the X8x0 series.

Though I own a 6800U and would be dissapointed if this happened (but I think it'll be avaliable to all, just high end users will be the only ones able to play it). but since it is extra and all, you really can't complain. I got my $50 worth since I bought HL2 and CS:S, everything extra they've given me (HL2:DM, extra levels coming out soon) is just that, extra.
 
I think this quote was back in the 9800 poons FX series era. ATI levels meant any card which can support DX9, which at the time was basically only ATI's cards, though it does not apply now. And who said ATI's cards can't do HDR? Correct me if I'm wrong but there can be a 24-bit presicion HDR, which ATI's cards can do.
 
How could they do this? I bet it'll be 10 minutes until a workaround is found.
